The classicist style palace of the Provincial Council was built between 1864 and 1869, designed by Burgos architects Angel Calleja and Luis Villanueva. It was built on the site of a former 18th century jail which had been built during the reign of Charles III. The stones used to make this building came from Hontoria de la Cantera, like the Cathedral.

It is located on Paseo del Espolón opposite the Teatro Principal. It has a magnificent classicist façade with three entrance doors. Over the main entrance there is a decorated balustrade with four ionian pillars with a classic pediment.

Inside there is an imposing imperial staircase whose skylight is decorated with wall paintings by Vela Zanetti. These paintings from 1965 represent four scenes from the poem Cantar del Mio Cid: “La Jura de Santa Gadea”, “El Destierro”, “la Batalla” y el “Duelo”.

It has been the Provincial Council headquarters in Burgos since it was built.
